Reporting Global Usage and Usage of Open Content Not Attributed to Institutions

Because users don’t have to authenticate to use open content, not all usage can be attributed to an institution or customer. We would like to consult with you about our proposed new reports for non-attributed usage and about how these reports could be broken down and filtered by geolocation.

These reports would not be a mandatory COUNTER requirement, but any publishers that want to use them, could do so. We are seeking your thoughts about how useful these reports might be, and more specifically on some of the technical details.
