The challenge posed by 'author self-archiving' in institutional and subject repositories to scholarly publishers is one of the hottest topics currently being discussed. Two recent surveys (Mark Ware Factors in Journal Cancellation, ALPSP 2006; Chris Beckett and Simon Inger (Self-archiving and journal subscriptions, PRC 2007) have shown very clearly that when a sufficient percentage of articles is freely (and easily) available, cancellations are likely to follow and indeed this has been admitted by even the most ardent supporters of self-archiving. Meanwhile it would seem likely that the European Commission will make deposit in online repositories a central part of the i2010 Digital Library programme and in the United States the National Institutes of Health (NIH) looks as though its voluntary deposit policy may become a mandatory one. Should publishers be worried or can they find ways of coping in a changing world? Perhaps this is an opportunity for publishers to take advantage of their proven skills to shape new ways of providing access to research.
In this ALPSP Debate two senior publishers, one based in the US and the other in the UK, look at the whole question of repositories and their likely effect on publishing, and provide some context to what is becoming an increasingly vexed issue. About the Speakers
Robert Kelly has responsibility for the entire technical infrastructure for the Physical Review journals. The technical infrastructure covers all components of the peer-review process and the on-line distribution of journals and articles along with the strategies and technologies to move the journals into the emerging new infrastructure of scientific communication.
He sees repositories as an opportunity, not a threat, and will give a high-level overview of potential ways to evolve the subscription model and our copyright agreements to provide sustainable services in a free/fee environment.
Sue Corbett has been with Blackwell for 25 years. She was recently appointed Managing Director of Medicine at Wiley-Blackwell. She was previously a member of Blackwell Publishing's management committee and head of the global science and social science journals division. Sue is a member of the editorial board for Learned Publishing and her speaking engagements have included UKSG, American Council of Learned Societies, ALPSP, and the Association of Subscriptions Agents.
Sue will consider the effect that repositories may have on society publishers in particular.
